Cynthia Lamptey appointed as interim Special Prosecutor

Ms Jane Cynthia Naa Torshie Lamptey, the Deputy Special Prosecutor, has been asked to act as Special Prosecutor until a substantive one is appointed by President Nana Addo Dankwa Akufo-Addo following the resignation of Mr Martin Amidu from the post of Special Prosecutor.

She is a lawyer of over 30 years standing at the Ghana Bar and former acting Director of Public Prosecutions.

Chairman of the Civil Society Platform on Oil and Gas, Dr Steve Manteaw, commenting on her new assignment, said “Mad. Cynthia Lamptey, Acting SP I salute you. It’s a difficult task, we know, but we trust you to fulfil our aspirations.”

On Monday November 16, Mr Amidu, who is Mad. Cynthia Lamptey’s former boss, resigned, citing a number of reasons for his resignation.

In his letter to the president, Mr Amidu said that “It is essential for me to state for the purpose of the records, and contrary to public perceptions, that my appointment letter was received on 5th February 2020 (almost two (2)-years after my appointment).

“The copy addressees made no efforts to honour any of the conditions of appointment in terms of emoluments and benefits of the appointment ever since my warrant of appointment was issued on 23rd February 2018 to the date of my letter of resignation. The Deputy Special Prosecutor has also not been paid any emoluments since her appointment, and there is the need to redress that situation for her now that I am out of the way.

“The events of 12th November 2020 removed the only protection I had from the threats and plans directed at me for undertaking the Agyapa Royalties Limited Transactions anti-corruption assessment report and dictates that I resign as the Special Prosecutor immediately.

“I should not ordinarily be announcing my resignation to the public myself but the traumatic experience I went through from 20th October 2020 to 2nd November 2020 when I conveyed in a thirteen (13) page letter the conclusions and observations on the analysis of the risk of corruption and anti-corruption assessment on the Report On Agyapa Royalties Limited Transactions and Other Matters Related Thereto to the President as Chairman of the National Security Council cautions against not bringing my resignation as the Special Prosecutor with immediate to the notice of the Ghanaian public and the world.

“The reaction I received for daring to produce the Agyapa Royalties Limited Transactions anti-corruption report convinces me beyond any reasonable doubt that I was not intended to exercise any independence as the Special Prosecutor in the prevention, investigation, prosecution, and recovery of assets of corruption. My position as the Special Prosecutor has consequently become clearly untenable.”

President Nana Addo Dankwa Akufo-Addo has, however, vehemently denied interfering with the work of Mr Amidu.

“Your accusation of interference with your functions simply on account of the meeting the president held with you is perplexing.

“In exercise of what you considered to be your powers under Act 959, you had voluntarily proceeded to produce the Agyapa Report.

“The president had no hand in your work. Without prompting from any quarter within the Executive. you delivered a letter purporting to be a copy of you report to the president.

“The purpose of presenting a copy of the Agyapa report to the president is decipherable from paragraph 32 of your letter to the president in which you indicated that you hoped the report will be ‘used to improve current and future legislative and executive actions to make corruption and corruption-related offences very high-risk enterprise in Ghana’,” the president said in a statement responding to the accusation against him by Mr Amidu who resigned from his post on Monday.

Ghana Premier League: King Faisal held at home by Aduana Stars

Alhaji Grusah’s King Faisal played a 1-1 draw against Aduana Stars at home.

This was Aduana’s first game of the season after their opener against Hearts of Oak was cancelled.

The Dormaa based side got the first goal of the game just two minutes before half time through their talisman Yahaya Mohammed.

King Faisal came into the second half with more purpose and that led to Aduana’s Isaac Kwain being shown a red card.

With Aduana reduced to 10 men, King Faisal too advantage and Boateng Frimpong scored in the 73rd minute to make it 1-1.

Aduana Stars are 12th on the league log and King Faisal are 13th.

 

Ghana Premier League: Dreams pip Medeama at Dawu

Dreams FC beat Medeama SC 2-1 at the Theater of Dreams in Dawu.

Both teams dropped points in their first matches and the 3 points were up for grabs.

Dreams showed their hunger for the points as former Hearts of Oak striker Joseph Esso put them ahead in the 20th minute.

They held on 1-0 till half time.

After the recess, former Dreams player Kwadwo Asamoah leveled things up for Medeama with a great finish.

Dreams however had the last laugh when they won a penalty late in the game, Issah Ibrahim stepped up and made it 2-1.

This win takes Dreams to 5th on the league log.

 

Ghana Premier League: Taylor hands Karela victory against Inter Allies

Karela United recorded their first victory of the season after beating Inter Allies in a Match Day 2 fixture at the newly constructed artificial pitch at Nzema-Aiyinase.

Karela who drew 2-2 with Ashgold in their first game were determined to pick up all three points.

After a first half of few chances created, Karela found the opener in the 75th minute when in-form striker Diwiase Taylor converted a spot kick to make it 1-0.

Karela held on to record their first win and they now have 4 points from two games.

 

Ghana Premier League: Liberty earn a point against Sharks in Elmina

Liberty Professionals earned an impressive 1-1 draw against Elmina Sharks at the Nduom Sports Complex.

Tweneboah went on a brilliant solo run and opened the scoring as he put Sharks in front in the 27th minute.

Liberty had the opportunity to draw level after they were awarded a penalty but Sharks goalkeeper Lord Bawa Martey saved the spot kick by captain George William Ansong in the 60th minute.

Sharks were reduced to 10 men when defender Mensah was sent off and with one minute to end proceedings, substitute Kwaku Karikari drew Liberty level with a fine finish.

Ghana Premier League: Clottey denies Kotoko win against Berekum Chelsea

Berekum Chelsea striker Emmanuel Clottey denied Kumasi Asante Kotoko a win in a Match Day 2 fixture.

The match played at the Berekum Golden City Park saw Kotoko start on the front foot as striker Kwame Poku scored in the 18th minute.

Kotoko held on to the lead and were cruising to victory but thunder struck them.

At the dying embers of the match, Chelsea won a free kick close to the box and experienced striker, Emmanuel Clottey powered home the equalizer with a powerful strike to level matters.

Kotoko now have two points from two matches after sharing the spoils with Techiman XI Wonders in Accra last week.

Ghana Premier League: Bechem United silences WAFA

Bechem United managed to grab all three points against Academy boys WAFA SC.

This was a Match Day 2 fixture which saw Bechem play host to the Sogakope based club at the Nana Fosu Gyarbour park.

Even though WAFA started the game with some high pressing football, Bechem were the team to find the breakthrough.

Bechem United striker Hafiz Konkoni scored on the 26th minute after latching onto a cross from the flanks.

That first half goal proved to be decisive as the game ended 1-0

WAFA who were the only side to record a victory in Match Day 1 have now tasted defeat and will have to go back to the drawing board.

Ghana Premier League: Great Olympics smash three goals past hapless Legon Cities

Accra Great Olympics thrashed Legon Cities to record their first win of the 2020/21 Ghana Premier League season.

The Match Day 2 fixture at the Accra Sports Stadium was expected to be a keenly contested game but Olympics made it easy as they dominated from kick off to full time.

The “dade boys” took the lead in the 44th minute when Gladson Awako’s free kick was deflected into the net.

Back from recess, Olympics were awarded a penalty in the 51st which was tucked away by Maxwell Acquaye.

Still without Asamoah Gyan, Cities provided little threat upfront and were punished again by stunning Samuel Ashie Quaye bullet in the 88th minute.

President Akufo-Addo to Amidu: I never interfered with your work

President Nana Addo Dankwa Akufo-Addo has denied interfering with the work of the Special Prosecutor Mr Martin Amidu.

Mr Martin Amidu resigned from his post on Monday, November 16 citing interference by the President as one of the reasons.

He said in his letter to president Akufo-Addo that “It is essential for me to state for the purpose of the records, and contrary to public perceptions, that my appointment letter was received on 5th February 2020 (almost two (2)-years after my appointment).

OSP Board: Martin Amidu didn’t inform us of his resignation

Mrs. Ofori-Kwafo has said that Special Prosecutor Martin Amidu did not inform the board of his resignation.

According to her, the board got to know of Mr. Amidu’s resignation through the media.

Therefore, Mrs. Ofori-Kwafo stated that the board will meet to discuss the plethora of concerns Mr. Amidu raised in his letter of resignation addressed to President Akufo-Addo.

Mrs Ofori-Kwafo , speaking on an Accra-based FM station on Tuesday, 17 November 2020, said: “As you can see from the letter which was directed to the president, the Board itself was not copied so the Board got to know the information or got this news just like any other person got it so we are also reading for the first time and then as a body it will be good for us to meet for us to assess the situation and also look at it from the point of view of the Act, Act 959 which make reference to the office of the special prosecutor and then we will know the way forward and then appropriately, the Board will be able to comment on all issues. Until then, it is impromptu for anyone to make any comment.”

Mr. Amidu resigned effective Monday, 16 November 2020.

According to Mr. Amidu, President Nana Addo Dankwa Akufo-Addo was interfering in the performance of his duties in relation to the risk of corruption and anti-corruption assessment on the controversial Agyapa Royalties Transaction.

He said President Akufo-Addo attempted to convince him to include a response from Finance Minister Ken Ofori-Atta in his report which he declined because “that would have compromised my independence as the Special Prosecutor.”

Mr. Amidu in his corruption and anti-corruption risk assessment report on the Agyapa deal said the Transaction Advisor(s) involved in the deal were susceptible to “nepotism, cronyism and favouritism”.

the Special Prosecutor, in his resignation letter addressed to President Akufo-Addo, further disclosed that Nana Akufo-Addo wanted him to ‘shelve’ the report on the Agyapa deal.

He wrote: “I also refused to shelve my report to enable you handle the matter which explains my press release to the public on the morning of 2 November 2020 and the follow up with the distribution of the full 64-page Agyapa Royalties Transactions Anti-corruption Assessment Report to the Public.”

He further explained that: “Unbeknown to you that I had published the full 64-page report to the public, you caused a press statement to be made based on my letter dated 16 October 2020 to you under reference which sought to politicise and downplay the seriousness of the professional analysis of the risk of corruption and anti-corruption assessment reported by my office.

“It, thus, became abundant clear to me that I cannot continue under your government as the special prosecutor because we disagree with the non-partisan independence of the special prosecutor in the performance of the functions of my office in preventing and fighting corruption and corruption-related offences.”
