Seth Terkper to govt: ‘You’re using oil money to fund Free SHS, tell Ghanaians the truth’

Seth Terkper, former Finance Minister under the erstwhile Mahama administration, has told the Akufo-Addo government to come clean with Ghanaians and tell them the truth about their source of funding for the Free Senior High School (SHS) programme.

The former Finance Minister remarks comes after the ruling New Patriotic Party (NPP), in May 2019, said the Free SHS programme has been removed by the government from the list of projects financed directly from Ghana’s oil cash fund – Annual Budget Funding Amount (ABFA).

Mr Terkper said, despite the above-mentioned claims, the government is still making use of the oil revenue to fund the Free SHS programme, therefore, the need for the Finance Minister, Ken Ofori-Atta to fill Ghanaians in on why that action was taken.

According to Seth Terkper, aside government taking money from ABFA, it has also borrowed US$2 billion from the International Monetary Fund (IMF) to keep the Free SHS programme up and running.

Mr Terkper, looking out for response in the Finance Minister’s annual Mid-Year budget review to parliament Thursday, July 23, 2020, said “We hope that they give us the full cost of Free SHS because we know they are using oil money, and we know they use the sovereign bond, Annual Budget Funding Account (ABFA) part of it to finance Free SHS. I don’t think they’ve told us that they are going to borrow for Free SHS.”

“They said they will use their revenue so if they are borrowing as much as 2 billion for Free SHS, then they should tell the nation so that we know whether going forward, we are to borrow 2 billion every year for Free SHS,” he said in an exclusive interview.

Seth Terkper reiterated that he hopes the Finance Minister gives “full account of the oil money and the loan that they have received for Free SHS”.

While launching the Free SHS policy in 2017, President Nana Addo Dankwa Akufo-Addo said an amount of the country’s oil revenue money had been allocated to the Free SHS programme to ensure that the revenues are distributed evenly.

He said “We are investing revenues from oil in one of the most ambitious social programmes in our country’s history – i.e. the Free Senior High School policy. In the 2018 budget, GH¢455.9million of petroleum revenues was allocated to the Free SHS programme”.

However, in May last year, the government completely removed the Free SHS programme from the list of projects and policies financed directly from the oil cash-funded Annual Budget Funding Amount (ABFA).

The Annual Budget Funding Account (ABFA) is the account set up by the government that receives allocations from oil and gas revenue in support of government budgets.

 

Ken Ofori-Atta: Govt to launch a GH¢100 billion development program

According to the Finance Minister of Ghana, Ken Ofori-Atta, government is set to launch a GH¢100 billion development program.

Mr Ofori-Atta made this known while delivering the 2020 mid-year budget review on the floor of parliament Thursday afternoon.

According to Mr Ofori-Atta, the GH¢100 billion program is to revitalise the economy due to the impact of COVID-19.

The Finance Minister said although the pandemic has affected the economy, its effects will not be daunting on the country as a whole.

He further indicated that government will continue to do what it has to do to protect lives and livelihoods of Ghanaians and that government is up to the task.

Dr Bawumia details 50 reasons Akufo-Addo is better than Mahama

Dr Mahamudu Bawumia, Ghana’s Vice-President , has shared details of 50 reasons on his Facebook page for which he says Nana Akufo-Addo has been a better President than Mr John Mahama.

NANA AKUFO-ADDO HAS PERFORMED BETTER

The choice Ghanaians face on December 7th is between John Mahama and Nana Addo Dankwa Akufo-Addo.

Thankfully, both of them have records. John Mahama was Vice-President and President for 8 years and Nana Akufo-Addo has been the president for three-and-a-half years. It is not about what you say in opposition. It is about what you did in government.

What matters ultimately to Ghanaians is how these two leaders were able to manage the economy and alleviate the suffering of the people when they were given the opportunity to serve.

  1. John Mahama presided over a decline in economic growth for his four years in office while Nana Akufo-Addo has presided over higher economic growth in his first three years in office before the COVID-19 pandemic.
  2. John Mahama presided over a decline in agriculture. Nana Akufo-Addo increased agricultural output and Ghana is currently exporting many food items as a result of the planting for food and jobs initiative.
  3. John Mahama presided over low industrial growth during his four years in office. Nana Akufo-Addo has increased industrial growth and building and reviving many factories under IDIF, etc.
  4. John Mahama presided over higher inflation. Nana Akufo-Addo has reduced inflation.
  5. John Mahama presided over higher bank lending rates. Bank lending rates have reduced under Nana Akufo-Addo.
  6. John Mahama presided over high exchange rate depreciation. Under Nana Akufo-Addo the depreciation of the cedi has been reduced by 50%.
  7. Under John Mahama, many taxes were increased. Nana Akufo-Addo has abolished 15 taxes including excise duty on petroleum, VAT on financial services, real estate, domestic airline tickets, etc.
  8. John Mahama increased import duties. Nana Akufo-Addo has reduced import duties by between 30% and 50%.
  9. John Mahama presided over a moribund railway system. Nana Akufo-Addo has revived the railway sector.
  10. As a result of economic mismanagement, John Mahama took us to the IMF for a bailout and Nana Akufo-Addo successfully exited Ghana from the IMF program.
  11. John Mahama increased electricity tariffs by 45% annually. Nana Akufo-Addo has reduced electricity tariffs.
  12. John Mahama presided over four years of dumsor. Nana Akufo-Addo has kept the lights on.
  13. John Mahama did not provide any relief and even increased electricity prices during dumsor. Nana Akufo-Addo has provided free electricity for lifeline consumers and free water to all for 6 months during COVID-19
  14. John Mahama presided over a collapsing national ambulance system. Nana Akufo-Addo has implemented one constituency one ambulance and revived the national ambulance system.
  15. John Mahama presided over massive graduate unemployment. Nana Akufo-Addo has created jobs for graduates in the private and public sectors including the Nation Builders Corps (NABCO).
  16. Under John Mahama , public sector recruitment was frozen in many departments. Nana Akufo-Addo has unfrozen public sector recruitment and hired over 550,000 people.
  17. Under John Mahama , fees were charged for post graduate medical training in Ghana. Nana Akufo-Addo abolished the fees for post graduate medical training
  18. John Mahama did not fulfill his promise to increase the share of the DACF to persons with disabilities by 50%. Nana Akufo-Addo increased the share of the DACF to PWDs by 50%
  19. Under John Mahama, Kayayei were charged daily market tolls. Nana Akufo-Addo abolished market tolls for kayayei.
  20. John Mahama abolished teacher training allowances. Nana Akufo-Addo restored Teacher Training Allowances
  21. John Mahama abolished Nursing Training Allowances. Nana Akufo-Addo restored Nursing Training Allowances.

  36. John Mahama presided over a manual process of buying credit from ECG. Under Nana Akufo-Addo, it is easier to buy electricity through the ECG mobile App being used by 2.8 million customers.
  37. JM presided over a manual scholarships application process. Under Nana Akufo-Addo the scholarship application process has been digitized and have awarded 70% more scholarships!.
  38. John Mahama presided over a system with no mobile money interoperability. Nana Akufo-Addo introduced mobile money interoperability to facilitate mobile payments across networks and practically give almost every Ghanaian a bank account either through mobile money or traditional bank account.
  39. John Mahama presided over a collapsing NHIS with over 12 months arrears to NHIS service providers. Nana Akufo-Addo has rescued the NHIS and reduced the arrears to the normal 3 months.
  40. John Mahama presided over a system where people had to queue and wait for days to renew their NHIS membership. Nana Akufo-Addo has made it easier for the renewal of NHIS membership through mobile phones
  41. John Mahama presided over a manual process of clearing goods at the ports. Nana Akufo-Addo has introduced a paperless process at the ports and reduced clearing time.

Nana Akufo-Addo on the other hand has rescued the financial system and spent GHC 21 billion to save the deposits of 4.6 million depositors who would otherwise have lost their savings. DKM depositors will also be paid.

John Mahama: ‘Clueless’ Akufo-Addo has no solution to Ghana’s problems

John Dramani Mahama, the Former President of Ghana, has taken on the current President of Ghana, Nana Akufo-Addo, describing him as a clueless leader who does not have solutions to problems confronting the country.

The National Democratic Congress (NDC) flagbearer, John Mahama, made this known when he addressed party Executives at the University of Professional Studies(UPSA) in Accra.

John Mahama indicated that for the past four years, Akufo-Addo and his government have created job losses through the deliberate collapse of indigenous companies and dehumanizing Ghanaians; an indication that he does not have any solutions for the country.

“Akufo-Addo is a president who has no real solutions for the people of Ghana, a president who is hell bent on staying in power, a president who is disenfranchising Ghanaians and replacing the same voter register that brought him into power.”

The former President of Ghana called on Ghanaians to come together and rally behind the Umbrella fraternity to salvage the sinking Ghana.

The NDC Flagbearer, on payment of depositors funds of Financial Institutions closed down by Akufo-Addo led administration, said “We will Within one year of being in office pay customers of the collapsed financial institutions all funds locked up. We shall not put together any long plan that will delay the payment”.

Bantama MP: Mahama and Naana ticket is the Same old incompetent & corruptible group

Okyeam Aboagye, the New Patriotic Party (NPP) MP for Bantama, has said that the selection of Prof Jane Naana Opoku-Agyemang as Vice Presidential candidate of the opposition National Democratic Congress (NDC) is no threat to the electoral fortunes of the NPP.

The Bantama MP said. “Our campaign is focusing on candidate Mahama, not his running mate.”

Speaking to an Accra-based TV station  , Bantama MP Okyeam Aboagye ridiculed the composition of the Mahama and his Running Mate ticket saying; “negative 1 plus positive 1 is equal to zero, thus the same old incompetent and corruptible Mahama.

“2020 contest is the battle of what Mahama did in four years of his regime and what Nana Akufo-Addo has also done within the same period. As for NPP our message is very simple, it is not about our sister but about Mahama”

“He is the one we are talking about; the man that causes dumsor for four years, responsible for collapsing banks, taking Ghana into IMF. Under his watch, we had an unemployment association. So it is not about her (Naana) but it is about him, JDM”, he stressed.

 

Jane Naana: Many Ghanaians energized to vote by my appointment

The opposition NDC Running mate, Prof. Jane Naana Opoku Agyeman, has said many Ghanaians are poised to vote, thanks to the momentous decision of the party’s Flagbearer John Mahama to nominate her, a woman.

According to her, they should do just that as she and her boss do not intend to disappoint them should they be voted into power.

The former Minister of Education, in her maiden address at her outdooring, in Accra Monday evening, as a Running mate, said “My Boss JM, by your choice, you have turned the struggles of so many women who have come before this moment into a probability. We- men, women, our youth and children- we all have a chance to finally make real our dreams of serving this country at high levels, of removing doubts and proving once again that we are capable.”

She also said “after serious reflection, consultations, prayers, and encouragement of colleagues, friends, and family, I am happy to have accepted the nomination to be the running mate of the presidential candidate of the great National Democratic Congress.”

“This is an act of faith I do not take lightly, at all. I do not underrate the huge responsibilities and expectations that come with the call. I call on us all to translate our excitement into action for the benefit of the good people of our beloved country. I accepted the nomination because it is an opportunity to serve my country once again, albeit at a higher level. In God do I continue to trust, that I may never be confounded.”

The former Vice-Chancellor of the University of Cape Coast added “I am deeply humbled by the trust of our party and nation and I am excited to make the case to the good people of Ghana as to why the J&J ticket is best poised to confront the daunting challenges of our time and usher Ghana into recovery and prosperity.

“It will be my mission to ensure that the voices and concerns of our children, our youth and our aged, and our persons with disabilities are reflected in critical decisions.”

Former Sports Minister was sabotaged by his own senior party officials – Joseph Langabell

Joseph Langabell one of Ghana’s football most colourful cheerleaders and a national team motivator, has sensationally claimed that former Youth and Sports Minister, Hon Elvis Afriyie Ankrah, was systematically frustrated and sabotaged by his own party officials who wanted him to fail.

Langabell was ever present throughout the Black Stars World Cup qualifiers and was made an official member of the team’s backroom staff leading up to the disastrous World Cup outing in Brazil.

” I warned the Minister about plots behind the scenes by senior officials close to him and at the Sports Ministry to make sure he messes up because they saw him as getting too popular and powerful”.

Among other allegations, the Chief drummer mentioned former deputy Sports Minister Joseph Yamin as one of the people behind plots to disgrace Afriyie Ankrah.

Speaking exclusively on Max TV’s Black Stars Classics – World Cup edition, Langabell was unapologetic about his confessions to host Yaw Ampofo who incidentally, is a brother to the former Minister.

“Let me tell you something, Yaw, your brother was brought down by his own people and not any opposition strategy. I knew about this because I am a ways and means person and I got information from all corners so I went to his office to warn him about some of his close political allies who were working against him but he did not take the necessary action that is why they succeeded in sabotaging him and you know what I am saying is true”

Akufo-Addo: Ghana is ‘disfigured’ with murder of 90-year-old woman

President Nana Addo Dankwa Akufo-Addo has said that the killing of a 90-year-old woman at Kafaba in the Savanna Region over witchcraft accusation has dented the reputation of the country, Ghana.

According to President Akufo-Addo, the gruesome murder has “disfigured” Ghana.

President Akufo-Addo, speaking in the region where he is currently on tour, called on the security agencies to expedite action on the arrest of the suspects.

He said “The quick response of the police will lead to the rapid administration of justice in this unfortunate matter. I will make an appropriate contribution to the Akua Denteh Foundation to express my own revulsion at the awful, tragic act that has occurred in this region.”

The Inspector-General of Police (IGP) Mr. James Oppong-Boanuh, meanwhile, has dispatched homicide experts from the Police headquarters to the Savannah region, to help search for suspects.

The suspects, who are believed to have fled the town, according to a Police statement, include one Sanjo, who is said to have hosted Hajia Filina, a priestess who declared the deceased a witch. Others are: the priestess Hajia Filina, one Teacher Aliu, Bumaye, Ashley, and Manafo.

Also an announced of a two thousand Ghana Cedis (GhC2,000) reward has been made by the IGP for any information leading to the arrest of any of the suspects.

The incident happened on Thursday, July 23, 2020 in the East Gonja Municipality.
The old woman whose body has since been deposited at the Tamale Teaching Hospital (TTH) mortuary has been identified as Akua Denteh.

Gender Ministry: Arrest killers of 90-year-old woman in Savannah Region

Through the Ministry of Gender, Children and Social Protection, government wants persons behind the gruesome murder of a 90-year-old woman in the Savannah Region town of Kafaba arrested and prosecuted.

This directive by the Ministry was contained in a statement issued 72 hours after the incident, which has received widespread condemnation from Ghanaians.

Videos, which have been widely shared online, capture a group of women lynching the elderly woman after a soothsayer allegedly claimed she was a witch.

While disregarding COVID-19 safety and hygiene protocols, others looked on to capture the gruesome scene with their phones.

However, in a press statement issued on Saturday, July 25, 2020, and signed by the sector Minister, Cynthia Mamle Morrison, the Ministry condemned the “barbaric act” and called for swift investigation and prosecution of all the culprits.

“The Ministry, on behalf of the government and People of Ghana, unreservedly condemns this barbaric act, and calls for immediate investigations and prosecution of all the perpetrators of this gruesome murder in accordance with our laws.”

The National Democratic Congress’ (NDC) Vice Presidential Candidate, Professor Jane Naana Opoku-Agyemang, on the same issue, has also condemned the act.

In a Facebook post, Prof. Naana Opoku-Agyemang said, “I condemn in the strongest terms this barbaric act which has left me, like many I can imagine, deeply sad, indeed.”
Also, Songtaba, a Civil Rights Organisation in the Northern Region had earlier given the police three days to ensure some arrests are made.

The Savannah Regional Minister, Salifu Adam Braimah, has also pledged that the soothsayer and the two people she came with will be caught at all cost.

Even though many people have called for a hurried investigation into the matter, the police are yet to make any arrest since Thursday, July 23, the day the incident happened.

GHS: Ghana’s Coronavirus case count now 35,142 with 7 new deaths

According to the latest figures released by the Ghana Health Service (GHS), the death toll from the novel coronavirus pandemic in Ghana now stands at 175 with a cumulative case count of 35, 142.

With the highest count of coronavirus cases, the Greater Accra Region has 18, 205 cases, followed by the Ashanti Region with 8, 748 cases.
