Speaker of Parliament, Rt. Hon. Alban Bagbin, has announced that the controversial Human Sexual Rights and Family Values Bill—widely known as the anti-LGBTQ+ bill—will be presented for its first reading during the second meeting of the Ninth Parliament.
The bill seeks to criminalize LGBTQ+ activities in Ghana, including advocacy, promotion, and funding.
Bagbin made the announcement in his opening address to mark the start of Parliament’s new session.
“Three private members’ bills—the Property Rights of Spouses Bill 2025, the Constitution Amendment Bill 2025, and the Human Sexual Rights and Family Values Bill 2025—have met all requirements and will be laid before the House for a first reading,” he stated.
Previously passed by the Eighth Parliament, the bill failed to become law after it was not signed by then-President Nana Akufo-Addo.
Its return is expected to reignite intense debate over human rights, constitutional freedoms, and Ghanaian cultural norms.
