TOR OUTLINES ROLE IN MAINTAINING FUEL PRICE STABILITY

Date:

The Tema Oil Refinery (TOR) has highlighted its role in Ghana’s petroleum supply chain, explaining how its refining operations and pricing decisions can help moderate fuel price increases and support stability in the domestic market.

The issue featured in discussions surrounding the Government Accountability Series held on October 23, 2026, where the refinery’s operations and contribution to the petroleum sector were in focus.

TOR’s role in fuel price management comes at a time when fluctuations in international crude oil prices and exchange rates continue to influence the cost of petroleum products in Ghana.

In October 2026, TOR and the Sentuo Oil Refinery agreed to maintain their selling prices to BDCs at levels recorded during the previous pricing window as part of efforts to prevent rising international fuel costs from translating into significant increases at the pumps.

The intervention formed part of broader measures introduced to ease the burden of fuel costs on consumers. The government also temporarily suspended the GH¢1-per-litre Energy Sector Levy on diesel for October.

However, fuel prices at the pumps are determined by several factors beyond the control of local refineries. These include international petroleum prices, the cedi–dollar exchange rate, taxes and levies, transportation costs and the margins of oil marketing companies.

Consequently, while TOR’s pricing decisions can contribute to short-term relief, sustained fuel price stability also depends on developments in the global petroleum market and conditions within Ghana’s downstream petroleum sector.
Beyond pricing, the refinery’s operational recovery remains important to Ghana’s efforts to strengthen energy security and reduce dependence on imported finished petroleum products.

Although the refinery cannot independently determine pump prices, its operational performance and pricing decisions remain important considerations in Ghana’s broader efforts to maintain a stable and reliable fuel supply.

As the government continues to pursue measures to ease the cost of living, sustained improvements in local refining capacity, transparent pricing and efficient petroleum distribution will remain central to the discussion on fuel affordability in Ghana.
