IMF, WTO To Govts: Lift Trade Restrictions On Medical Supplies And Food

On Friday April 24 Kristalina Georgieva , the International Monetary Fund (IMF) Managing Director and Roberto Azevêdo, the Director-General of the World Trade Organisation (WTO), issued a joint call for governments to refrain from imposing export and other trade restrictions on key medical supplies and food and to quickly lift those put in place since the start of the year.

Some governments, in response to the coronavirus pandemic, have adopted measures to facilitate imports of medical products, such as cutting import duties, curbing customs-clearance processes, and streamlining licensing and approval requirements, the IMF and WTO agency heads noted.

Similar attention should be paid to facilitating exports of key items such as drugs, protective gear and ventilators, they added.

While global trade rules allow for temporary export restrictions to prevent or relieve critical shortages, “we urge governments to exercise caution when implementing such measures in the present circumstances”.

“What makes sense in an isolated emergency can be severely damaging in a global crisis,” they warned. “Such measures disrupt supply chains, depress production, and misdirect scarce, critical products and workers away from where they are most needed.”

“The result is to prolong and exacerbate the health and economic crisis — with the most serious effects likely on the poorer and more vulnerable countries.”

Ms Georgieva and DG Azevêdo also expressed concern with the decline in the supply of trade finance, which ensures that imports of food and essential medical equipment reach the economies where they are most needed. In addition, despite strong supply, export curbs on some food items are beginning to appear.

“The experience in the global financial crisis showed that food export restrictions multiply rapidly across countries and lead to ever greater uncertainties and price increases,” they indicated.

 

John Mahama To SSNIT: Give Contributors 3-month Token

Former President John Dramani Mahama has called on the Social Security and National Insurance Trust (SSNIT) to make available some token for contributors for three months to help mitigate the effect the coronavirus pandemic has had on the lives of workers.

According to NDC flagbearer Mahama, social security contributions are essentially an insurance scheme made, not just for pensions in old age, but also to help contributors in times of adversity such as this.

In a Facebook Live session on Thursday, 23 April 2020 on Ghana’s COVID-19 situation,monitored by www.maxfmlive.com, Mr Mahama said: “My office has been flooded with correspondence from many working-class people, especially in the private sector, who have not received their February and/or March salaries, and are having a difficult time feeding and taking care of their families.

“The lockdown may have been lifted but many businesses are still down and suffering. Employees are suffering, too, just as the many players in the informal sector.

“It makes me wonder why our SSNIT has not been responsive in this time of need of many contributors. Social Security contributions are, essentially, an insurance scheme made not just for pensions in old age before we die.

“They are also meant to help contributors in times of adversity such as this. Remember that not all will come out and queue for food. Not all will come out of their homes to receive the food boxes we hand over.

“But as has been done in other countries like St. Lucia, I think a token payment to all contributors of a certain token sum over three months would have afforded many the assurance of feeding their families during these abnormal times.”

The Management of SSNIT, meanwhile, has presented a cheque for GHS500,000 to the COVID-19 Trust Fund.

The presentation by Mr Mahama was in response to the call made by President Akufo-Addo for all to support the fight against the COVID-19 pandemic which has become a global and national threat.

Dr Kwame Addo Kufuor, the Chairman of the SSNIT Board of Trustees, who presented the cheque, explained that since the operations of the Trust depends on organizations, their workers and the self-employed, the business of the Trust would be gravely affected should these organisations collapse or lay off their workers.

Dr Kufuor said the Trust, therefore, deemed it proper to support government with what he described as a “pensioners’ mite” to support efforts by the government to quickly end the pandemic.

 

Akufo-Addo To ECOWAS Heads: Negotiate With World Bank On A Debt Stand Still

According to President Nana Addo Dankwa Akufo-Addo,African Finance Ministers within the ECOWAS must assembly to negotiate a debt standstill in order to cushion against external shocks in the wake of the coronavirus.

President Akufo-Addo made the recommendation when he joined his West African counterparts for a virtual ECOWAS Extraordinary Summit on the coronavirus pandemic, which was monitored by www.maxfmlive.com .

According to President Akufo-Addo, the issue of debt relief must remain a public debt but private debts must also be looked at during negotiations with the World Bank.

“I am 100% the view of President Macky Sall about the public debt. In the case of Ghana that debt standstill means that US$500 million in interests and principles this year.”

“We need to go beyond the debt standstill, we need actual debt relief. Therefore, the efforts that are being made should get the wholehearted support of all of us. I believe that the issue of debt relief should not just stay at public debt. The private debts also should be looked at,” President Akufo-Addo said.

President Akufo-Addo added that efforts are being made by Ghanaian and South African Finance Ministers to negotiate with the World Bank a debt standstill for countries of the International Development Association.

Prior to this development, Ken Ofori-Atta,Finance Minister, has called for a debt relief package from China to ease the economic burden on Africa after the pandemic.

“My feeling is that China has to come on stronger. Africa’s debt to China is US$145 billion or so with over US$8 billion of payments required this year so that needs to be critically looked at.” Ofori-Atta indicated earlier on.

John Mahama: Keep Your Receipts Because I Will Audit COVID-19 Funds

According to John Dramani Mahama, he will audit the COVID-19 fund that has been created to finance activities relating to the fight against the pandemic.

John Mahama cautioned all persons who use the funds to keep their receipts because “the day of accountability will come”.

The COVID-19 Trust Fund was created by the government of President Nana Addo Dankwa Akufo-Addo to solicit funds from the general public to help fight the pandemic.

According to President Akufo-Addo the COVID-19 Fundhas accrued GHc 8,750,000.

“I’m very grateful to individuals and institutions who have responded to my appeal for donations to be made into the COVID-19 National Trust Fund. A total amount of some 8,750,000 cedis which includes 600,000USD has been received.

“I’m happy that so many appointees of my government have also followed my example by donating their salaries to the fund,” President Akufo-Addo said.

However, in a Facebook Live presentation,on Thursday April 23, monitored by www.maxfmlive.com , John Mahama called on Ghanaians to demand accountability in the disbursement of the Funds.

“I don’t think I need to become President before we demand accountability. All those spending the COVID-19 money should be keeping the receipts because the day of accountability is fast approaching,” he said.

John Mahama added: “Let us all join hands in demanding accountability and transparency from the government in the management of the COVID-19 funds, after all these are public funds contributed by tax payers.

“I am passionately appealing to the government to ensure a timely release of these funds to the institutions, health and non-heath, so that they can discharge their duties appropriately and according to plan.”

Ban On Public Gathering Extended By Two More Weeks By President Akufo-Addo

The ban on public gathering including religious activities and funerals has been extended byPresident Nana Addo Dankwa Akufo-Addo for an additional two weeks

President Akufo-Addo made this known during his eighth televised address to the nation on the outbreak of the novel Coronavirus in the country on Sunday, April 26, 2020.

President Akufo-Addo said, “I have, accordingly, by Executive Instrument, extended for another two (2) weeks the suspension of all public and social gatherings, as set out in E.I 64 of 15th March, 2020, effective tomorrow, 1 am, Monday, 27th April.”

He continued, “I am encouraged that so many of our trotros, taxis, and buses are operating with a minimal number of passengers, and our businesses and supermarkets are enforcing the need for social distancing, the use of hand sanitizers and the wearing of masks for all patrons and staff.”

President Akufo-Addo observed that markets in the Sekondi-Takoradi Metropolis are adhering to the directive of social distancing, an excellent example for market women all over the country.

He indicated that, “I am fully aware of the sacrifices in reduced revenues that all businesses and enterprises are suffering. But, I believe we have no option but to sacrifice to defeat this virus. This is the time for sacrifice, so that we do not have to bear a greater cost in the future.”

Akufo-Addo expressed his displeasure with some Ghanaians aiding some West African nationals to enter the country illegally, despite the closure of our borders.

He said, some of these West African nationals who have been arrested, have later tested positive for the virus.

Akufo-Addo stressed, “These are unpatriotic acts, and must stop. We cannot continue to allow a few persons, who are motivated by their own selfish, money-making interests, to endanger the lives of the rest of the population.”

He, therefore, called on all Ghanaians to look out for each other and stated that, “not only will persons who enter our country illegally be strictly dealt with, but so will Ghanaians who facilitate their entry.”

 

Ghana’s Coronavirus Case Count Now 1,550 with 155 Recoveries and 11 Deaths

The Ghana Health Service (GHS) has indicated that Ghana’s coronavirus cases have increased to 1,550 with 115 recoveries and 11 deaths.

The latest coronavirus update was given by the GHS’s on Sunday, April 26, 2020.

The GHS updated coronavirus case count comes after 271 more persons tested positive for the virus. Per the update, one more person has died with 21 additional recoveries confirmed.

Some of the new coronavirus cases were confirmed in the Oti Region, Greater Accra, Ashanti Region and Central region.

Out of the 271 new cases reported, about 75 of them were detected through routine surveillance, whiles 196 were found positive through the enhanced contact tracing exercise.

Meanwhile, 21 more people have recovered from the Coronavirus infections. These were detected through general surveillance.

Over 100,000 tests

The latest figures come out of a total of 100,6222 tests completed by the various testing centers across the country including the Noguchi Memorial Institute for Medical Research and the Kumasi Center for Collaborative Research in Tropical Medicine.

Between the previous update and the latest one, 12,434 new tests had been completed.

Coronavirus: 88 District Hospitals And 6 Regional Hospitals To Be Construct By Govt

According to the Government of Ghana, it plans to construct 88 new district hospitals and six new regional hospitals within a year.

This was revealed by President Nana Addo Dankwa Akufo-Addo who said that this is a major investment his government has taken within the country’s healthcare infrastructure and it is by far the largest in the history of the country.

During his eighth Coronavirus address to the nation recorded and broadcast on TV, President Akufo-Addo stated that “There are 88 districts in our country without district hospitals; we have six new regions without regional hospitals; we do not have five infectious disease control centres dotted across the country, and we do not have enough testing and isolation centres for diseases like COVD-19. We must do something urgently about this”.

President Akufo-Addo continued, “It will mean 10 in Ashanti, nine in Volta, nine in Central, eight in Eastern, seven in Greater Accra, seven in Upper East, five in Northern, five in Oti, five in Upper West, five in Bono, four in Western North, four in Western, three in Ahafo, three in Savannah, two in Bono East, and two in North East Regions.”

He indicated that each, of these district hospitals “will be a quality, standard-design, one hundred bed hospital, with accommodation for doctors, nurses and other health workers, and the intention is to complete them within a year.”

“We have also put in place plans for the construction of six new regional hospitals in the six new regions, and the rehabilitation of the Effia Nkwanta Hospital, in Sekondi, which is the regional hospital of the Western Region.

“We are going to beef up our existing laboratories, and establish new ones across every region for testing. We will establish three infectious disease control centres for each of the zones of our country, i.e. Coastal, Middle Belt and Northern, with the overall objective of setting up a Ghana Centre for Disease Control,” President Akufo-Addo promised.

He added that his government is poised to make these investments within the healthcare system not because it will be easy but rather “it is self-evidently necessary to serve the needs of 21st century Ghana.”

Akufo-Addo noted that the three Development Authorities, the Zongo Development Fund, and Metropolitan, Municipal and District Assemblies will be tasked to place health infrastructure amongst their highest priorities.

“Soon, at the appropriate time, the exact volume of investment required will be duly and transparently laid out for public scrutiny and action,” he indicated.

The president stated that with the investment in the physical infrastructure of our public health system, “we will have to intensify our policies for the growth of our domestic pharmaceutical industry, so that we can generate our own medicines and medical supplies and products.”

President Akufo-Addo stressed that after these interventions, Ghana should no longer be dependent on foreign imports.

“Further, the National Health Insurance Scheme is, currently, in a stronger position, as a result of the significant reduction in outstanding arrears. It is my hope and expectation that this expanded and empowered public health system will be the most enduring legacy of the pandemic. Universal health coverage in Ghana will, then, become real and meaningful, for every Ghanaian deserves good health and good healthcare,” he said.

President Akufo-Addo To Muslims: Live By The Values Of Ramadan

Muslims in Ghana have been urged by President Nana Addo Dankwa Akufo-Addo to be committed to the principles of love, sacrifice and dedication to duty as they begin their annual Ramadan this year.

As a month of fasting and prayer, Ramadan is observed by Muslims worldwide.

Ramadan’s annual observance is regarded as one of the five pillars of Islam.

In a message to wish Muslims well as they embark on the 30-day fast, Nana Akufo-Addo encouraged them to continue to commit themselves to the good of humankind even after the fast.

The full message read: “I send greetings to Muslims in Ghana and around the world on the occasion of the Ramadan fast. The month of Ramadan has been instituted for Muslims to dedicate themselves to God and to the service of humankind. It is a month of intense devotion and commitment to the principles of love, sacrifice and dedication to duty.

“In this month, let us strive to live by these values so that even beyond Ramadan we continue to commit ourselves to the good of humankind and our fellow Ghanaians. I wish all Muslims the best of the month. May the Almighty Allah bless us all and make our nation great and strong.”

 

NUGS To President Akufo-Addo: ‘You Have Become A Global icon’

The student union wishes to commend your efforts; your bold, decisive and extraordinary leadership in these difficult times. We are even more proud to associate with your leadership, because, in 3 years, you have become an African and global icon.”

President of the National Union of Ghana Students (NUGS), Isaac J. Hyde , said this when he led a delegation made up of leaders of the student unions across the country to honour an invitation by President Akufo-Addo, to Jubilee House on Friday, 24th April, 2020.

Appreciating the efforts of President Akufo-Addo in the fight against COVID-19, he said, “a few days ago in a conference of student unions across Africa, one thing was clear. Ghana under your leadership gained commendation as a sub-regional force in adopting a comprehensive and aggressive model for fighting the Coronavirus”

According to the NUGS President, this clearly means “the future leaders of this country and Africa have endorsed your courageous leadership.”

Occasioned at the behest of President Akufo-Addo, the meeting also discussed “the few concerns and recommendations about the new e-learning directives in the education sector” which was introduced following the suspension of the normal school schedule due to the pandemic.

Acknowledging the support that the Ministry of Education has extended to the student union, he said “the leadership of Dr Matthew Opoku-Prempeh has been forthwith with concerns from the students front, which has seen to the unity of the National Union of Students.

“We also commend the Minister in charge of Tertiary Education, Hon Prof Yankah, for his efforts in engaging the student union. Barely a week ago, we presented a petition raising some concerns across the student front to the outfit of the Ministry of Education. We were very amazed that, in less than 24 hours, we were called into a meeting so that we can put our issues up so that major stakeholders like the National Council for Tertiary Education, the Vice-Chancellors Ghana and other relevant stakeholders were brought together as much as possible for our issues to be addressed”, he added.

He indicated that though “all the issues have not been completely dealt with, we are very hopeful. The sort of attention and recognition given to the issues we presented to the Ministry told us that indeed this is a government that is very much concerned about our education.”

President Akufo-Addo: Existing Measures Should Be Maintained

According to President Akufo-Addo , existing measures laid down to combat the novel Coronavirus should be maintained until the country gets a firm grip on the movement of the virus.
