HEALTH MINISTRY DISMISSES CLAIMS OF ABANDONING TRAINED DOCTORS, CITES RECRUITMENT ARRANGEMENTS

Date:

The Ministry of Health has dismissed claims that Ghana is training medical doctors only to leave them unemployed, insisting that established arrangements are in place to ensure their smooth transition from housemanship into permanent employment.

In a statement issued on Thursday, November 5, the Ministry described reports circulating on social media about delays in recruiting newly qualified doctors as misleading and said they did not reflect the actual processes governing the training, recruitment and deployment of medical professionals.

The Ministry acknowledged public interest and scrutiny of its activities but stressed that discussions about the employment of doctors and dentists must be guided by accurate information and a clear understanding of the systems in place.

It explained that the recruitment and posting of house officers are jointly managed by the Medical and Dental Council of Ghana and the Ministry of Health.

According to the Ministry, newly qualified doctors are not left at home for years waiting to be placed for housemanship, contrary to claims circulating on social media.

It disclosed that three batches of medical doctors began their housemanship at different periods in 2026, depending on their graduation dates and the completion of the required administrative processes.

The Ministry further explained that housemanship is a mandatory two-year practical training programme designed to equip newly qualified doctors and dentists with the clinical experience needed to practise professionally.

Under the programme, trainees spend their first year at secondary and tertiary healthcare facilities before moving to district-level health facilities in the second year to gain additional practical experience.

It emphasised that the two years form one continuous training programme aimed at preparing medical professionals for permanent employment and effective service delivery.

Addressing concerns about funding and possible delays in recruitment, the Ministry said financial clearance covering the entire two-year housemanship programme is obtained before trainees begin their first year.

This means doctors do not need to secure fresh financial clearance before progressing from the first year to the second year of their training.

The Ministry also pointed to an existing arrangement between the Ministry of Health and the Ministry of Finance to facilitate the transition of doctors and dentists into permanent employment as Medical Officers and Dentists after completing their housemanship.

It said the arrangement is intended to ensure that newly qualified medical professionals are absorbed into the health system immediately after completing their mandatory practical training, without unnecessary delays.

As further evidence of the recruitment process, the Ministry disclosed that it is currently recruiting the 36th Batch of Medical Officers and Dentists while making preparations to commence recruitment for the 37th Batch.

Members of the 37th Batch have recently secured their permanent registration from the Medical and Dental Council of Ghana, a development that clears the way for the next stage of recruitment.

The Ministry maintained that the existing training and recruitment framework demonstrates its commitment to ensuring that newly qualified doctors and dentists are properly trained, recruited and integrated into Ghana’s healthcare delivery system.
