On Monday, December 29, 2025, FIFA President Gianni Infantino announced in Dubai that the organization is considering further changes to the rules of football to make the game “more attacking and more attractive.“
This announcement was made during the World Sports Summit. Infantino reiterated the introduction of VAR to correct refereeing errors. He also emphasized that technology continues to evolve to help referees make better decisions.
The FIFA president also stressed the importance of minimizing interruptions to ensure the smooth flow of the game. But among the proposals under consideration is a reform of the offside rule.
According to the current rule, an attacker is offside if any part of their body that could touch the ball is in front of the last defender.
“Take the example of the offside rule, which has evolved over the years, requiring the attacker to position themselves behind the defender, in line with them: perhaps in the future, they will have to be completely in front of them to be offside ,” said Infantino.
In the future, FIFA might only consider a player offside when the attacker is entirely in front of the defender, thus encouraging attacking play and goal-scoring opportunities.
