The Minority Caucus, led by the finance minister under Nana Akufo-Addo’s administration, made absolutely shocking claims following the presentation of the 2025 Budget Statement and Economic Policy.
Dr. Mohammed Amin Adam, who succeeded Ken Ofor-Atta as finance minister after the then-majority caucus of the NPP in parliament called for the latter’s removal from office, astonishingly stated his government never implemented the “Betting Tax” at the end of proceedings in parliament.
On August 15, 2023, the Ghana Revenue Authority (GRA) disclosed the implementation of a 10 percent withholding tax on all gross gaming winnings as part of the Income Tax Act, 2023 (Act 1094).
The former finance minister’s comments caused a stir on social and traditional media, as it was common knowledge that the NPP government, under the leadership of former president Nana Akufo-Addo, put into effect the collection of the revenue.
“Ladies and gentlemen, the “Betting Tax” that they said they have abolished—we never collected betting tax, we never implemented the betting tax—so to come and tell Ghanaians that something that was not implemented is to deceive the people of Ghana,” Dr. Amin said at the minority’s press conference.
